OTOP: SAN FERNANDO CITY, La Union (February 6, 2009) - The Regional Development Council (RDC)
of Region 1 is presently initiating a massive product branding campaign of all One Town One Product (OTOP)
produced from the provinces of Ilocos Norte, Ilocos Sur, La Union and Pangasinan to boost its demand in the
markets.Ilocos Sur Governor Deogracias Victor “DV” B. Savellano, Chairman of the RDC Region I, told that
product brand is synonymous to quality considering that this is one of the most valuable elements in developing
a culture of quality for producers to offer in the local and even export markets.The branding program is
intended to expand the market and demand of Region One products in both local and foreign markets by creating
the “quality seal” of excellence through a certification and accreditation process....

The Ilocano-Pangasinense craftsmen and producers are known for their unique craftsmanship, exquisite creativity and ingenuity that depict their history and culture. These can be glimpsed in the array of products featured in this page: from wood furniture and furnishings, home decors and novelty items, lomwoven materials to a wide variety of processed food products. The Ilocos chichacorn, bagnet and empanada, Vigan longanisa. Isn’t it amazing to know that the famous “Ilocos chichacorn or cornick” is a result of improving the lowly “pinablad” or boiled corn? Or the usual “egg sunny side up” is made into a delectable “empanada” by adding other ingredients? Likewise twigs, branches, flowers and leaves that normally fall from a tree are crafted into beautiful decorative and novelty items. These show the innovative skills of our local workers which transform indigenous and even trash materials into worthy commercial products. The economy of Ilocos Region is based on agriculture, producing wide variety of vegetables, animals,
and fish. Principal products are rice, corn, tobacco, garlic, sugarcane, and cassava. The Region is
expanding into a variety of food-processing industries, and also practice a number of crafts and
cottage industries: blanketweaving, basketry, shellcraft, broommaking, pottery-making, wine and
vinegar making, jewelry making, wood and stone craft, among others jars and antiques can also be
bought in the region.
GEOGRAPHICAL LOCATION
Ilocos Region is located on the nothernmost edge of western Luzon. Its boundaries are formed by the
Babuyan Channel on the north and La Union on the south. To the west are the tribulent waters of the
South China Sea, while the eastern borders are formed by part of the Cagayan Valley, Abra and the
Mountain Province. A well-paved coastal highway connects the Region with the rest of the country.

Ilocano is the common dialect of the people. English and Pilipino are widely spoken and still remain
as basic tools of instruction in schools. The region experiences two pronounced seasons-dry from
November to April and wet from May to October. Mean temperature for the lowlands is greater than
7°C compared to the highlands. Coolest temperature occurs during December to February.
Tabako Festival
Tabako or Tobacco Festival being held in Candon City, Ilocos Sur is annually celebrated every April
1. The city is dubbed as the tobacco capital of the country being the biggest producer of Virginia
Tobacco. In that regard, the festival highlights tobacco product by having street dancing
competitions wearing a tobacco inspired costume and a search for Ms. Virginia Tobacco is also being
done.
